Methodology and limits

What we work from

• Regulation (EU) 2025/40 as published in the Official Journal of the European Union.
• Delegated and implementing acts adopted under it, as they are published.
• Harmonised standards and technical specifications referenced for the requirements at issue.
• Guidance published by the European Commission and Member State authorities.
• The documentation and information you supply about your packaging.

Where a requirement depends on an act that has not yet been adopted, we say so rather than implying a settled position.

How a review is carried out

1. Scope. We fix the packaging configuration under review: product, components, materials, markets.
2. Role. We assess the likely regulatory role of your business for that packaging, and flag where the manufacturer may in fact be another party.
3. Applicability. We build a matrix of requirements, legal basis, effective date, applicability, evidence required and action.
4. Evidence. We read what you supplied and record what it does and does not demonstrate.
5. Gaps. We identify missing evidence and where it must come from — supplier declaration, specification, or laboratory testing.
6. Actions. We sequence the actions against the dates that drive them.

Fact versus judgement

The report distinguishes between what the Regulation states, what the evidence you supplied shows, and our professional judgement about applicability or risk. Judgements are labelled as such. Where a point is genuinely unsettled, we say it is unsettled.

What we rely on you for

We review the information provided. We do not audit your supply chain, inspect production, or independently verify supplier statements or test reports. If the underlying data is wrong or incomplete, the review's conclusions inherit that limitation — which is why the report records what was supplied.

What we do not do

• We do not certify or approve packaging. PPWRDeclaration.com is not a certification body, notified body or public authority.
• We do not issue or sign your EU Declaration of Conformity.
• We do not perform laboratory testing.
• We do not handle EPR registration, national reporting or packaging waste fees.
• We do not provide legal advice or represent you before authorities.
• We do not guarantee any regulatory or commercial outcome.

Confidentiality

Documents you upload are stored in private, access-controlled storage and are used only to prepare and deliver your review. They are not published, shared with other clients, or used for marketing. See our Privacy Notice for retention and your rights.

Currency of information

PPWR is an evolving framework. Our guidance pages carry a "last reviewed" date and are updated as acts and standards are published. Reports state the date of assessment and the legal position as at that date.
