A written, specialist review of a defined packaging configuration. It establishes which PPWR requirements apply to that packaging, when they apply, what evidence you already hold, and what is missing from your technical documentation. If you have several configurations, you can pay for them together in one checkout.

What the review covers

  1. 1. Regulatory role assessment

    Whether your business is likely acting as manufacturer, importer or distributor for this packaging under PPWR — and why that is a different question from being a 'producer' for extended producer responsibility.

  2. 2. PPWR applicability matrix

    A structured matrix listing each relevant requirement, its legal basis, the date it takes effect, whether it applies to your packaging, the evidence needed, and the action required.

  3. 3. Evidence review

    An assessment of the documentation you supply — specifications, supplier declarations, test reports, artwork — against the requirements identified.

  4. 4. Technical documentation gap analysis

    What the Annex VII technical documentation would need to contain for this packaging, and which parts you cannot currently evidence.

  5. 5. Supplier and testing gaps

    Where the missing evidence must come from: a supplier declaration, a material specification, or laboratory testing. We name what to request and from whom.

  6. 6. Prioritised action plan

    Sequenced actions with the deadline each one is driven by, so the phased requirements are addressed in the right order.

  7. 7. Declaration readiness assessment

    Whether the evidence base is sufficient to progress toward an EU Declaration of Conformity, or what must be closed first.

How it is delivered

You receive a written PPWR Documentation Review report. It is a professional documentation review of the packaging configuration and the evidence supplied — it is not a certificate, a compliance score, or an approval.

Typical turnaround is a few working days from receipt of your documents. If essential information is missing, we tell you before starting rather than guessing.

What it explicitly does not include

  • Certification or approval of your packaging — we are not a certification or notified body
  • Issuing or signing the EU Declaration of Conformity on your behalf
  • Laboratory testing (we identify what testing is needed; we do not perform it)
  • EPR registration, national reporting or packaging waste fee filings
  • Legal advice or representation before authorities
  • A guarantee of compliance or of any regulatory outcome

Scope

The fee covers one defined packaging configuration: a single product and packaging combination, including its components. Additional configurations, or families of similar configurations, are quoted separately after the Free PPWR Check.

Credited against the PPWR Declaration Pack

If you proceed to the PPWR Declaration Pack (from €1,495), the €295 review fee is credited in full against that engagement.

PPWRDeclaration.com is not a certification body, notified body or public authority. The manufacturer remains responsible for carrying out the conformity assessment and for drawing up and signing the EU Declaration of Conformity.

Frequently asked

We don't have much documentation. Is it too early?

No. Establishing what is missing, and who must supply it, is the substance of the review. Most businesses start here.

Does this make us PPWR compliant?

No. Compliance is the manufacturer's responsibility and depends on the packaging itself, not on a report. The review tells you what is required and what is missing so you can act on it.

Is everything required by 12 August 2026?

No. Regulation (EU) 2025/40 generally applies from that date, but its requirements are phased. See PPWR requirements in 2026.

How do we pay?

Why this matters

What happens if the documentation isn't there

The packaging can be restricted

Packaging without valid technical documentation is treated as non-compliant. Market surveillance authorities can require corrective action, restrict sale, or withdraw it from the market.

Penalties apply per Member State

Each Member State sets its own penalties for non-compliance, and they apply where the packaging is placed on the market — not where your business sits.

Buyers block you first

Retailers, distributors and importers increasingly ask for the Declaration and supporting evidence before onboarding. No file usually means no listing.

Late evidence costs more

Supplier declarations and lab testing have long lead times. Discovering a gap close to a deadline forces rushed testing or packaging redesign.

Well-made packaging is not compliant packaging. Under Regulation (EU) 2025/40 the evidence file is part of the obligation, not paperwork about it.
